both, IMO becuase RM could be ddos'd etc. and then we'd have a back up and people could check RM for RS/ RSPS related things and vote all on this site etc. brings more traffic.
I say webclient and a downloadable client. I know some people don't like downloading clients to play private servers, so they only play servers with webclients. However you'll have people like me who won't want to open a browser and go to a website to play, and will just want to open with the icon.
As I said in my PM, both is best. I prefer, and have only ever played servers that have a web client.
